Your agent writes the tool. Atrium publishes it — gives it an identity, bounds what it can reach to what you can already reach, hands back a URL, and puts it on a dashboard where it can be watched or revoked.

There is no create button, and there will not be one. The code is written in your agent; Atrium takes over afterwards — identity, clamp, audience, URL, ledger, revocation.
